Assistant Finance Manager (Mental Health)

GRADE:                            Administrative and Clerical Grade 5

HOURS:                           37 hours per week

LOCATION:                      Finance Department

ACCOUNTABLE TO:      Senior Finance Manager (Mental Health)

JOB PURPOSE: 

To support the management accounting function, maintaining the budgetary control system in order to provide Budget Holders/Managers with accurate, relevant and timely financial information. 

DUTIES AND RESPONSIBILITIES: 

  • Assist in the compilation and reporting of financial information to the Senior Finance Manager and Operational Managers in accordance with agreed timetables. 
  • The provision of accurate routine financial information to Budget Holders/Managers including, in liaison with Budget holders, the updating of the General Ledger to reflect agreed adjustments, the completion of accurate and timely journal transfers and the validation of codes. 
  • Maintenance of the Budget Ledger to reflect agreed changes to Financial Plans. 
  • Ensuring the timely raising of sales invoice requests forms for appropriate debtors in accordance with the processing timetable. 
  • In accordance with the monthly processing timetable to identify and investigate budget variances in order to advise the Senior Finance Manager of the Directorate financial position. 
  • The provision of appropriate information in response to requests from Budget Holders/Managers and Finance Staff, for example miscellaneous ledger transaction enquiry’s, reports and supporting working papers in various formats e.g. written, oral, spreadsheets, and the calculation and provision of advice on ad hoc costings. 
  • Assisting in the maintenance and development of the Trust’s costing system to inform reference costing and financial flows. 
  • To provide costing input to the Local Delivery Planning process (LDP) in terms of quantifying the financial impact of service developments and changes. 
  • Assisting in the production of the Trust Annual Financial Accounts. 
  • The management and supervision of management accounting staff.
  • Undertaking other duties appropriate to the post as required.

The above responsibilities are not exhaustive but are intended to indicate the main areas of activity for this post.

TRAINING:

Appropriate training will be given in all of the above duties as necessary.

PERSON SPECIFICATION:

POST TITLE:              Assistant Finance Manager

GRADE:                      Admin & Clerical Grade 5

ESSENTIAL:

1.          Sound theoretical understanding of accounting principles and NHS financial regimes.

2.          Proficient in the use of computer spreadsheets for financial modelling and presentation.

3.          Conversant with computerised General Ledgers and Payroll systems and their associated feeder systems.

4.          Effective verbal and written communication skills.

5.          Ability to prioritise own workload and those of others in order to meet tight deadlines.

6.          Ability to work autonomously and demonstrate proven problem solving initiative.

7.          3 years Public Sector Finance experience.

8.          CCAB part qualification or NVQ equivalent.

DESIRABLE:

1.          NHS Finance experience

2.          Knowledge of other Microsoft applications, e.g. Word, Access, Powerpoint etc.

3.          Full Driving Licence.
